The generally accepted distinction between explosive and flammable is the rate of combustion. If its faster than the speed of sound, then it deflagrates, or explodes. If its slower than the speed of sound, then it is flammable.
Jet fuel vapor is explosive, jet fuel as a liquid is flammmable, or inflammable.

An explosion occurs when the flame (or reaction) front proceeds at sonic or above sonic velocities. Technically jet fuel is flammable although under some circumstances it could be made to explode. For example if dispersed in air as a fine mist in a confined area.

flammable is when something can catch on fire.
Explosive is when combustion takes place.
I'd say jet fuel is flammable for sure, however if it's under pressure it would definitely be explosive.

Flammable is what is capable of catching fire and burning. Explosive does not burn.It detonates. Detonation is a very fast chemical reaction where in pressure wave front travels at an incredible speed of about 5000 to 6000 Met/sec followed by generation of heat and sound.

flammable means it can burn if put in the appropriate conditions
explosive means it can explode if put in the appropriate conditions.
If you throw a lighted piece of cloth in jet fuel, it's going to burn. If you vaporize jet fuel in the air and throw a lighted match in it, it's going to explode.
