Don't talk to him. It's a scam. They will eventually want to get money from you.
They have been sending out lots of spam worldwide promising jobs with Immigration bureau and related to Omni Hotel. Both are slightly off names of the real thing. It's Immigration Canada you would want to talk to. The government doesn't have bureau's. And the email occasionally used yahoo accounts. Government and businesses don't use yahoo accounts. It's against the personal email only Terms of Service.
I have a link to a page with sample scams and it showed up 7 or 8 times when I checked.
I have seen 5 or 6 questions on this board relating to similar email they got too.
