Shoulder acne is normal. Although a few people will notice it, it happens to everyone, and part of going through puberty. The best thing you can do is to accept it and realize it's part of life.
I used to have terrible acne and be on a swim team in high school. It sucked, but there's always plenty of other people with acne, too.
To actually help get rid of acne, I drank tons of water, changed my sheets, pillowcases and clothes (of course) daily. That makes the biggest difference.

Definitely go swimming! You can always wear a T-shirt or tank top if you're not comfortable otherwise. I do all the time. But maybe that's not even necessary. You could try swimming shirtless and see what people react like before you slip in a shirt.

Get your SELF in that water and enjoy yourself and stop being silly! No one is going to care or even be scrutinizing your body! Sheesh. EVERYONE has some blemish or some "spot" or whatever... go and enjoy yourself and stop being the paranoid one. Honestly, go and enjoy your self and don't give it any thought. IF as you say, you are THAT paranoid, wear a light T-shirt (with cut-off sleeves) and forget about it.

Loads of people your age will have the same problem so don't worry.
Get some tea tree oil and dab each of the spots, they will clear up.
I think you have to be 18 for a 360 page by the way.

The worst thing that can happen is people laughing at you, but you have to learn to laugh at yourself first. Once you're ok with it, they'll be okay with it too. Just be confident, don't let things like that stand in your way of having fun. Just do what you think is right. :)
