I have a fellow tenant who I think is hacking my pc? How do i find out the apt submask/ip (?) to block him?

I have Norton 2005 Firewall. Can I just use a similar prefix ip address or something to block any access from any address in the building?

Just set the firewall to block all unsolicited incoming connections. That's the default configuration so unless you've been messing around with it you don't need to do anything. Nobody is hacking into your machine.
