I assume you know for sure that it is leaking around the wax ring and not from under the tank causing the water to pool up on the floor. If your sure it's from the wax ring you will need to pull the toilet back off and check the floor to make sure it is in good shape as well as the closet flange. Make sure the flange is not cracked. Get a new wax ring and re seat toilet taking care not to over tighten bolts. If a new floor has been installed over an existing floor causing the flange to be lower than the floor surface, you will need to by an oversized or extended wax ring. You should really never use two rings this asking for problems. Hope this helps!

does it sit flat? and is it leaking from the bottom of the stool or from the tank connecting to the stool. and check the bolts at the base dont over tighten.
a toilet has a trap in it thats so the water stays at the base of the stool and doesnt allow vapors to rise up through the toilet. the water does not move down there so if the toilet has water in it in the mornings then it has to be from the tank from the water supply from somewhere else. if it has no water then it will be the rings under the base of the stool from it not being level. if everything is correct then you may have a deformed trap on the toilet or something like that.

Do not double the rings.Remove the toilet and all the wax from it check the pipe coming out of the floor to see if it damaged and sits up high enough to properly seat with new toilet.Clean all the wax from under the toilet and check it.....somthing has caused the toilet not to seat and seal hopefully the floor isn't un-leveled causing toilet to sit crooked.

Was the floor flange flush with the floor. If not you may need a spacer ring(about 1/2" thick pvc with bolt holes to match ). You also will need a new wax ring with the plastic pipe kind of thing made into it that goes down into the pipe. goodluck

pull the toilet again, remove the old wax seal from the bottom of the toilet and the flange in the floor, examine the flange and the bottom of the toilet for any cracks or deformities, get an over sized wax ring and place it (cone shaped plastic into the flange first) on to flange, reset toilet back on, sit down on toilet, trying to press toilet down as level as you can(don't rock back and forth, side to side too hard), place washers then the nuts
and tighten them down evenly and just snug (do not over tighten)
hook up water supply and turn on water. you should be good to go
(pardon the pun).

you should use 1 wax ring check your toilet under to see if there is any cracks put toilet over hole sit on it so it sits right then tighten up bolts just easy or you will break bowl

use one #2 wax seal. check other location for the leak. tank to bowl gasket is where your water is coming from. trust me
