Immediately after the Revolution, for about 12 years, the country operated under a document known as the Articles of Confederation, the Constitution hadn't been created nor accepted. Most people ignore these 12 years. Each state sort of operated as an independent and the need for a central set of rules governing the conduct of the federal and state government s was finally recognized and the Constitution and Bill of Rights were adopted, by a narrow vote, as the basis of today's government.
