POP3 works fine, but smtp will not get through to send. port 25 is not blocked in the Linksys Wireless-G Broadband Router . All mail settings are configured properly, as this problem only occurs at this location. are there known issues with the router, or can you think of something else?

There's nothing wrong with the router. The ISP is blocking port 25, not the router.

Most ISPs do block port 25 outbound unless you are sending mail through their SMTP server. This is done to combat SPAM.

If your setup works at home, you're most likely using your ISP's SMTP server. When you move to another location, that will no longer work. You need to use the SMTP server of the ISP providing the connection.
