This is round robin scheduling.
Each team gets a bye each round and the other 8 play. It looks like this
bye-1
2-3
4-5
6-7
8-9

Each succeeding round you leave the bye in the same place
and move everyone clockwise. Second round looks like this

bye - 2
4- 1
6-3
8-5
9-7

third round;

bye - 4
6-2
8-1
9-3
7-5

Continue until each team has met all the others.
