The various factors are;

Lack of solid tort law
Meaning that if companies cannot be prosecuted for breaking their contracts on certain products and services then consumers are more likely to be exploited.
This is the central cause.
Another cause is lack of competition.
Consumers are much easier to exploit when a company is the only one who sells a certain product or service and no one else challenges their monopoly.
These would be among the biggest. Others are out there but when companies are not legally forced to hold up to contracts then consumers will be contiously exploited.
