We've had this problem, too. What we did is hire a terminator that will use chemicals and spray them around the house to kill the fleas. Make sure they know you have cats in the house so they don't use harmful chemicals. The fleas should start dying after a few days, and that's when you should vacuum your carpet/mop your floors to make sure it's all flea-free. Continue using the flea medication for your cats. Also, are there any cats outside or other animals? Sometimes fleas from other animals outside could come inside your house.

Actually fleas and mosquitos too are attracted to Heavy meat eaters. Have him stop eating meat products and eat lots of fruit. Also avoid soaps with lard! Also he needs to have baths regularly. Have him use Eucalyptus Soap this
will heal the bites. Also you should try to get rid of fleas that are in your place. If you can't afford a fumigator use lysol on everything in your place! Except your food! If you have bulk food some that you open a lot put some bay leaves in that to keep all bugs out. Bugs don't
like those bay leaves!

The first thing would be to identify the source of the fleas and try to eliminate as many fleas as possible. This might be next to impossible if there is a pet, but just make certain that pets are treated regularly and that bedding, towels and clothing are washed and dried, as well as treating carpets, furniture, etc.
I've heard that it is possible to give pets garlic pills to prevent fleas, and since these are sold over the counter for human consumption, it would definitely be worth a try, I would think.

If your brother is getting bitten, then is has been in contact with fleas. You must find the cause - where is he getting from? I can't understand if he's getting them, why don't you? Are they in his bed, does he have a dog, cat or another animal he is in constant contact with. Are these fleas human fleas or animal fleas, that is to be determined. I think he should see a specialist, exterminator, someone with knowledge of fleas.
I am sure that their is good reason for his problem and a "cure". I once was in contact with my brother's dog and got fleas, and I used a flea spray/powder from the pet store, but made sure it was safe for humans. After than I sprayed the bed and clothes etc., with flea repellent.

"Repellents - Apply on the outer clothing and to exposed skin. Do not use under clothing. N,N-Diethyl-meta-toluamide (DEET) is very effective, but should not be used carelessly as severe allergies can develop. Do not apply repellents over cuts, wounds, irritated skin, around eyes or mouth or to the hands of young children."
"Consumption of aged garlic is purported to be a natural flea repellant, as the fleas do not like the different taste of blood it creates. This consumption based prophylatic treatment may take far longer than conventional methods. Un-aged garlic can cause a toxic fatal reaction in some household pets, so caution should be used in choosing the correct product."

Why dont you get rid of the fleas in your house. Get some advantage or some other type of flea preventative for your pets and carpets and furniture and look in the super market for some sort of anti-flea killer/repelent. There are ways out.
If he has the flea problem, I would suggest shaving the hairy little rascal.
