I would start with a pencial liner before liquid eyeliner, it will be easier. Make sure that you keep your hand steady, and depending on how heavy you want the liner to be on, slowly drag the pencil as close to your eye lashes as you can. If you want it to be thicker, than go over the line you made again. Practice makes perfect and in no time you'll be able to do it.

Stretch your lid and apply a very thin line that's very close to the lashes, then see the result and if you need it you thicken it up a little more at the outer corner of your eyelid.
For liquid liner do the same but I've discovered a GREAT trick, first start with pencil liner (the above described process), then trace the pencil line with liquid liner, that way you already have the shape and it's easier to control, so it's less pressure to do it right...

I don't use liquid...I use DRY cake, and a FLAT BRUSH...and then make the skin DARK in a THICK line all the way around the eye. If I use a tiny bit of liquid, it's only at the top part of the curve.
BEST HINT: NEVER BUY A CHEAP LIQUID LINER! Because it will come off all over your bedding, your washcloth, it's AWFUL!...besides, it'll also FLAKE off on your face.
I prefer using Clinique or Shisheido.
HATE "Label Whore"...!

be sure that your eyeliner is sharpened
close your eye
gently and lightly move liner from inner corner to outer RIGHT by your eyelashes
before going out in public...practice some when you don't have to go out until you figure out how to get the effect YOU desire.
don't be afraid to be creative
doing make up is an artistic thing and is subject to interpretation and must be figured out by trial and error...you just need to do the errors before going out in public

put the liner really close to the lashes so it look ok but if u don't it look really weird and not right.

ok start with a thin line and aply it by tilting your head back and kinda closing your eye then see how it looks dont use too much and make sure you have a steady hand! good luck

well i close my eyes half way and then just put it on really quick. but don't close your other eye bc then you won't be able to see. lol.
