If you read any book written by a body language expert, you'll find that the theory is that a women dangling her heel is a way of flirting.
It makes the arch of the foot appear more curved, and draws attention up the calf.
All of this is very subconscious though, and women dont realize their doing it intentionally.
Another famous give away that a women is flirting is when she strokes a long thin object, like the stem of a wine glass, with her fingers.

Partly for fun. Its like playing with your hair or tapping a pencil.
But it also because its easy. With heels and nylons, your shoes just slide off! And after spending hours on your feet, your feet are glad those shoes are dangling rather than on!
