The website creating is not just a oneman show, when it comes to perfection. Though, the making simple and small websites are easy to create, using MS frontpage 2000, dreamweaver or coffeecup html editor.
Many softwares contian prebuild templates for user's ease. But, the contents as you say games background and other stuff are either purchases from affiliate site or used with permission of the publishers. Still many web companies provide free contents such as bravenet.
You can create a website with your own efforts but when it comes to contents you need to worry about how to get them.
Simply, if you try the bravenet you will learn html programming, creating animations and editing a page and much more.
Also, you'll receive template, bg's, animations and free contents for a regular site.
you can learn many things if you crave to do everything on your own.
I suggest, you first try to learn how things work in a website. What important stuff you need and what you need to learn in order to become a webmaster.

Oh, this isn't a question that can easily be answered in a few sentences. The reason most people use MySpace instead of making their own site is because the site generates the page code, so you don't have to write it yourself.
In order to create a webpage, you'll need to learn some kind of code such as HTML or CSS. Head to the library to find some books, or find a good website to learn from. htmlgoodies.com has many tutorials.
Once you have your webpages built, you'll need to put them online through a server. A good free server is www.freewebs.com. They also have a site builder tool, if you find HTML too hard to learn.

To develop a site you can either tag it or use software. Tagging is cheaper, slower, but more flexible in most cases. You can do more with tagging than with software implementation. Tagging is essentially writing the tags out, which is HTML [Hyper-Text Markup Language].

If you don't want to buy software then you could learn the set of tags that make up a website. You can write the set of tags in any type of TE (text-editor). An example of a TE would be Notepad.
