On the exhaust stroke the valves are kept closed longer creating back pressure. Just before the piston strikes and returns to a compression stroke, the exhaust is vented, this pressure is used to slow the engine speed (RPM) which when properly paired to an appropriate gear, will reduce vehicle speed (MPH). Yes, a lot of engine brakes ARE noisy, remember that a lot of trucks on the road have very large, high horse power Turbo V-8 engines. Another reason that they are so loud is because of the amount of pressure created and the exhaust configuration.... But its better than having a heavy truck fry its brakes and run out of control.

actually Jacob's brakes are a brand name . The way they work is that they use the compression of the engine to slow it down and open the exhaust valve just before the piston reaches the top of compression stroke. the closer to TDC the more efficient the braking effect. This in turn also causes the power stroke to be ineffective

A Jake brake is an exhaust restrictor. It restricts the flow of exhaust exiting the engine creating backpressure.

The second answer is right that's why they are noisy when used and some areas restrict the use to certain hours of the day or not at all.

Somewho they actually slow down the engine. I dont know how exactly, but that is overall what they do.
