The Taliban rulers of Afghanistan permitted Al-Qaida to operate from their territory. After 9/11, they refused to give Al-Qaida to America for justice.

If you are talking of the 2001 war with US the answer is simple. The Taliban was the government of the Nation. Taliban hosted al Qaeda in the country. Al Qaeda caused the attacks on 9/11 and had refuge in Afghanistan. The US asked Taliban to expel al Qaeda. They did not and thus had to face the armed forces of the US and many other countries.

After Osama Bin Laden cowardly targeted, attack, and killed thousands of innocent civilians on 9 September 2001, the United States attacked his source of power and most likely place of residence. If blame is to be made, then it is most correctly applied to Osama Bin Laden and those who support him.

bin laden and his terrorist group were there and were backed by the taliban government when USA was attacked on 9/11 so they needed to be dealt with.
