it has to be 14ft inside witha 2foot hang over, How does it rest on the top plate?

not sure ,but don't run with them.

You place the truss on the top plate and nail it to the plate but the more important part is the place atleast 2 2x4's under the plate to the floor....these are callled Jack studs and transfers the load carried by the truss to the wall and floor...It would be a good Idea to add aditional load barring support below the sub-floor there the Jack studs are installed too unless it falls on a main support for your house....Anymore questions and you can ask me by email at wood42ras@yahoo.com
