HBO vs. SHOWTIME-WEEDS vs. THE WIRE, Has anybody notice anything strange about these two programs. I have?

I have notice that where one seems to show a delightful side of dealing drugs with no repercutions.......not even the law. While the other has all kind of repercutions. Why? And what else have you noticed.
