I have worked with biters before and biting is an agressive action. It needs to be corrected by you or a professional.
If a horse is hurt he will back away from the pain or try to get away from it.. Not try to bite you. I agree with whoever said this may have been abused, that may be the case. But I had a horse in training that was no where close to being abused if anything it was the other way around. He was way too spoiled with no manners.
You know what finally cured him of the biting? Working him. He needed lots and lots of work! Then he was really sweet.
This is a hard habbit to break because once you get bit... it hurts so bad that it is hard to react. But once they figure out they got something on you they will use it. Horses are bright creatures when it comes to finding out how to get out of training, riding, grooming (which you would think they would like but grooming leads to them having to be ridden.) or whatever.
Good luck and remember you are the herd leader and your horse needs to learn that too. And watch your fingers! :)

She may have been medicated before you got her, many people do that to help sell a horse faster. Then when you get it home, its hell on hooves!
She may have been aloud to do what she wanted to people with the people she was with before.
Show her you are more dominant, look her in the eye and talk with a stern voice when she misbehaves.
Try tying her up when you are brushing her, so that she won't be able to nip you.

have you tried training her? if you have, and she still wont let you pet her, try giving her a treat when you want to pet her. For example, say you want to stroke her mane, you should probably bring a carrot or sugar cube with you that way she can enjoy the food, and your touch. And if not, hey at least she's too busy chewing to bite you! :-D

The horse has no respect for you. And a disrespectful horse will hurt someone. Talk to a trainer that will work with you.
