The game I was looking at, showed $19.95. Will I pay that one time and can sign on to the game any time I want to play it?

Yap, of course.
There's no way in the world that you pay 19 bucks and just get to play once.

well if you bought an mmorpg like world of warcraft, city of heroes etc... then you would have to buy time online. but games like gta, half life (1 or 2) and the movies are free. the only free mmorpg i can think of in stores now is guild wars but chances are u cant get that for 19.95

Actually it depends, It may cost money to play online depending on what game it is. Nowadays many games charge a monthly fee to play on their servers such as World of Warcraft. If it is a console game then you'll be fine, unless you want to play on xbox live which has a monthly fee.
