What is the need of officers if they are not performing their duties honestly.?

Question

1.A child died due to fell into open haudi.The same was covered after the death of the child after publication in news paper.
2.No.of officers are found absent from their duty.
3.As per report of Punjab PSUs auditor a loss of Rs.5815.33 cr due to failure to control the mounting losses in various statutory boards and corporations.

The NEED for the officers is obviously still there. We just need more qualified, honest, hardworking men and women to do the job.
