It's a little bit of psychology. The hands are often set at 10 past 10 to look like a smile and is supposed to attract you to the clock.

There is a massive amount of psychology used in arranging the merchandise when trying to persuade people to buy things in shops.

the main reason for this is most of the shops open at 10 am they first check there gadgets and then they try to open there shop at 10 am after there work is over most of the shops close at 10pm so the clock always shows 10 to 10

Mostly for ascetic reasons, but also because the hands in that position, don't block the smaller dials on the clocks face that are usually at the bottom right or left, or the name of the clock which is normally just below the center.

Obviously the hands form the feminine chalice. Then look at oneblondpilgrims picture. The hands in the background appear to be at 8 and 4. But they really form the masculine spear.
It is all very subliminal.
