Since you are not an agent you would have to go through the company which made the commercial - which you can track online. You would have to call them and have a real good reason to need that information. You could also go to your local office of AFTRA (American Federation of Television and Radio Actors) which governs all TV commercials and ask (and again you need to have a real good reason) to see their membership book. This book will have a headshot and bio of all current members. If it is a specific actor or actress you can just re-post here and perhaps get an answer.

As you are not an AFTRA member it is doubtful you will get the information. As an AFTRA member I had trouble getting contact number for a peformer, but got it.

you'd have to contect the company that made the commercial & that info could be given to you by the channel that aired it.
