In today's present world you can convert any currency to anything. Here are a few examples: $500 in American currency is actually about 200 pounds in Britain. Another example is 100 Francs is converted into about $320 American currency. So yes, you can convert any modern currency today. Considering money from the past, that all depends. In the 1980s, one million dollars was quite a bit of money. People in the early 1900s who had $500,000 would be equivalent today as holders of $10,000,000. Currency in ancient times could be translated today, but it is quite likely that it would be much less. You have to consider the fact that currency, like time, and calendars changes drastically throughout time.

Currency is one of the basic economic requirements of any government. If the currency, for any reason, is not convertible, then that particular government will be at doldrums. It must have either a natural resource or a barter system to survive among the world nations. In 1991 when gulf war was taking place, only Saudi Arabia and France were accepting Kuwaiti Dinars. Since other countries refused, it didn't mean that the Kuwaiti Dinars were non-convertible. Hence the currency of any country is produced in the sole idea of conversion both nationally and internationally.
