The best way to learn any language is a combination of studying, and havng lessons from a teacher. It helps if you are also immersed in the culture that speaks the language that you want to learn.
There are several other resources out there to help you if you want to go it alone, like websites, podcasts, CD's and movies, but it is hard to fully learn a language using only one method.
Combine methods, and get a teacher. Study on your own every day, and try to get a teacher at least once a week, to help get your questions answered. And then, fill in your time with supplemental stuff like watching movies, and listeneing to English music.

The easiest way to expertise in a language is to frequently use it .
I think you know the basics of the language .Try to read and understand the various aspects .Keep in touch with a good Dictionary to know the different words and their meanings .
To increase ones communication skills there are no shot cuts rather than to engage in deep conversations in the language .At first it may seem a bit difficult but the urge to succeed may help you overcome the odds .
Nowadays there are Cd's available that teaches you to converse in English .I don't know how much they are effective .Anyway its worth a try .

1) Read and write it a lot.
2) Get a dictionary, look up words that throw or confuse you.
3) Watch television programs or movies with American/British speakers. Practice imitiating what they say, and imitate their accents / manner of speaking.
British accents tend to be more in the back of the throat and nasal, American accents are mor nasal and deeper in the throat.
You'll figure it out. Practice, practice, practice.

Make them speak in English. Aside from learning from books, practice listening and speaking interactively with someone. TV is very effective as well, but takes longer. The key is practice, practice, practice, the more interactive activities, the better.
