My Husband emptied the jaccuzzi and is looking to clean the sides. What should he use?

Don't use emery cloth, as someone suggested. It's too abrasive and will dull the acrylic suface. Same if this is a concrete tub and tile.Use a kitchen scrubbie, those usually green scouring pads, typically 4 inches by 8. Don't worry about the green that rinses out of the pads, it washes off. As for a cleaner, anything biodegradable and marked safe for vinly pools will work. BiO Kleen makes a good one. For tough calcium deposits you can use a 1/10 mix of muriatic acid cut with water. Tha strength won't hurt the finnish. Use kitchen gloves when handling and using any of these cleaning solutions.Don't forget to rinse the tub thoroughly after cleaning.

If he is going to clean the tile only, to remove calcium deposits, a scraper of sorts and wet/dry Emory cloth and lots of elbow grease works well.
If the plaster has problems that is another matter and depends on what needs to be cleaned off.

There are kits and professional cleaning people in most major communities. Just type in
pools/tile/cleaning and have a look.

If build up is minor go by hand. If kinda heavy get a kit with chemicals. If the build up is real heavy and long standing, bring in a pro.

Search -- pool/plaster/cleaning for info on acid washing, etc. If your Jacuzzi is old, standing empty in the past, or has other problems; you may be looking at renovation. If its just algae get a product from a pool supply and follow the directions.

I am assuming that your Jacuzzi was built as part of your pool and is not an add on. For all I know your Jacuzzi could be wood or a composite material. Hope this helps.

Can't you afford a pool cleaner? (You might be in the wrong neighbourhood if you can't!)
Try a brush and water- if you use detergent or bleach you gotta make sure none is left in the jaccuzzi before you fill it and add the chlorine- it might make a reaction.
Pure chlorine on the hard stains won't hurt either.
But that's why there are experts doing that job- they know what they're doing- share your wealth!

I clean my hot tub with a weak bleach solution and water.

I've also heard positive things about using Windex.

Baking soda works too (creates a mild abrassive material that won't damage your tub).

Also, try Mr Clean Magic Eraser
