Depending on the phone there a couple of options. There are alot of websits that explain how to unlock some phones. There are alot of stores on ebay that you can send your phone to and they can unlock them. Maybe there is even a phone retailer near you that sells new and used / refurb phones they may be able to help. It really depends on your phone.

It depends on the phone and model. But the phone is locked to the original network, so you have to get it unlocked, alot of the time this is jest a software code you enter on the keypad and is very straight forward. Google pone unlocking for your phone and see what comes up.

I have a T-Mobile phone and just called and got the unlock code because I was going to Asia. Did you call Cingular?
