I think it was during World War II, when they learned more about how Europeans did it, and realized that wearing a sleeveless dress without shaving was pretty awful. Before that, women rarely wore sleeveless dresses. Maybe some very fashionable women as far back as the 20s, but not many. My mother never did until she bought her first sleeveless dress at about 30 years of age.
And as to shaving their legs, that did not really get popular until stockings were thin enough to show the difference; probably in the 20s. Before that, skirts were too long to show.
There is one more area which I have never attempted to shave, but which was shaved for me once when I had surgery, and drove me crazy while it was growing back. I understand it has now become fairly common to shave (or remove hair using some other method), and not just a kink, since bathing suits have gotten so brief.

In America it was in the Roaring 20's when movie actresses began doing it. But it wasn't a widely done thing, especially for women living in country and rural areas. More common among city gals back then.
