More information is really needed...what class is this for, and what should the primary focus of the questoin (are you looking at how the sentence is structured or what the words mean?)
I would say you are looking at at sentence in the command form, which the operative verb here is "know." Just like you'd say, "Jump over that dog" - one doesn't actually have to put the word "you" in front of it...it's self-evident.
"The" depending on whose theory of grammar you are following, can be called an article or an adjective or a determiner. It's clarifying which hazards.
"of the machine" is a prepositional phrase...it gives more information as to which hazards the sentence is concerned with.
"before using it" is an adverbial phrase to. It orders the sentence in time, ie: "know" first, then "use."

its a health and safety issue, it is telling the user to make themselves aware of the possible hazards associated with that machine. This will allow the user to carry out a risk assessment and put in any control measures to minimise the risks eg wear safety goggles and gloves if necessary

It means to know what things might go wrong before using a product. Such as a lawn mower. Don't stick your fingers under the mower deck when it is running.You will cut your fingers off. Or a toaster, don't stick a fork in it while it is plugged in. You can be electrocuted.
Basically it means use common sense. Manufacturers put this warning on products to keep people from suing them.

It simply means that you need to be aware of all the things in the saftey manuel.
Some machines can cause serious injury and death if not used correctly. As well as doing damage to the task it is performing if not set up correctly. If it takes two cycle fuel you must be aware of the mix ratio as well.

It means you have to know how the machine can hurt you before you use it. Like a food procesor: you have to know that if you stick you're finger in it while it's spinning, your fingers are going to get sliced off.
