reboot your computer in safe mode (press F8 repeatedly while booting and follow the instructions) then you can delete it because windows will not be using it

If there is more then one user on your computer and this person has opend it but not closed it then you must close it also another program may has some files in it.
Be carefull and read all the files inside before you delete it and if you sure GO>Properties(right click the files to delete) and take off the tick on read only,then just delete.

You could try rebooting, or running Ccleaner. If neither of those works then boot in Safe Mode and delete it from the administrator account.
To boot in Safe Mode, re boot and after the bios screen (black with white writing) but before Windows loads, repeatedly press F8.
You'll know if you made it because oyur pc will run slower and the screen will be at 800 x 600 pixels. After you've finished just re start as normal and see if it worked.

are you using a P2P sharing program? IE lime wire bit lord Morpheus etc, if so other people may be using that program and downloading it.
Disconnect from the Internet and delete from the source file.
or press start use search to find the appropriate file and delete it their.

Use Dr Hoiby's WhoLockMe application. It allows you to check why a file is locked, and to kill the process that is doing it.

Get file unlocker, its an explorer extension and unlocks the file if it says its in use. Worked for me in the past, and its free :-)

Boot up Windows in SAFE mode then do it. Just make sure that application is not needed for something else.
