I want to buy a property in Europe but have only a very limited budget. I would prefer also to be able to drive there even though it may take a long time.

Montenegro used to be quite popular with celebrity holiday makers in the 1960's as an exotic and more rugged version of coastal holidays in Italy and Spain. It lost popularity through the 80's and 90's for obvious reasons.

Now that Croatia has become so popular again and has had its own property boom (though they have been clever and tried to be more sensitive to development than the Spanish were in the 60's, 70's and 80's) people are looking at Montenegro again. If price trends are anything like Croatia it will go from very cheap to Spanish prices in 2-3 years. As a result I would guess that the cost of living will go up quite quickly in those areas that see most development and influx of western tourism/ buyers... particularly if the low cost airliners start operating to a nearby airport (again, this has already happened for Croatia).

In terms of driving there (from the UK I assume) it will be quite painful. The coast road in Croatia down to Dubrovnik is quite windy and you have to cross several non-EU borders. A different route might be to drive down to Bari and take the ferry to Dubrovnik.

Not a direct answer I know, but hopefully useful.

I don't think it's a good idea... it depends on where you find your place... but remember that on the seaside it's common to have water shortages and so on... i was once there on holiday and was often out of water and electricity... but, again, depends on the location... maybe Croatia or Serbia would be better
