I just want to know when the law was written and by whom

The Family and Medical Leave Act (known as FMLA), was passed in 1993. Article 29 U.S.C. , section 2611. It is enforced by the U.S. Department of Labor Wage, and Hour Division, and I suspect written by the agency as well. The earliest dates that I've found that show FMLA being considered before the Senate is February 2,1993, considered by the Senate, and passed by the House on 02/03/1993, considered and amended 02/04/1996, 02/05/1993 gains Presidential signature, and becomes law.
