In which area you have planned to start ...
first check for the location which is near to the schools and the colleges ...
then check for the nice place in that area to start ... let it face the mail roads ...
then you need atleast 10 computers which would cost 25000 rupees each ...
u need a speed internet connection , which is the main thing you have to notice ... then dont forget to install different games to attract the young ones ... you can employ even one person , and even start some basic classes on internet and itz usages ... so that you could earn more ... have seperate cabins too ...
dont forget to get the certain permissions from the respective departments regarding that ...
for all these ones , you need atleast 500000 rupees at the beginning ...
