It's a scam. The proof is if it requires you to spend money IN ANY WAY to claim your winnings or find out about them. I've gotten these where it was going to cost something like $9.95/min to check or claim the prize (they're required by the telephone company to say so since that's how the bill comes). A legit winning won't require any other purchase and no phone charges to find out. Be super careful about this and don't give them anything. Check them out at http://www.ripoffreport.com
