contact the CRB (Criminal Records Bureau) who'll give you a list of countersignatory bodies or agencies within your area.

Approach the countersignatory and fill out the required forms, most charities / educational bodies are obliged to help out small employers / companies where its not realistic for them to go through the checking process to become countersignatories.

you'll have to pay a small admin fee around £50 and it takes between 2-6 weeks depending on the person and time of year

If you are in the US, you can access the Circuit Court Records via the internet. To find the website in your area, try entering Circuit Court Records in a search engine such as Yahoo or Google.
All you generally will need is the applicant's first/last name but, you can narrow the search by entering their date of birth and/or social security number as well.

In Canada, the police will run a background check on anyone for a fee, maybe the police can do it in your country.

They take our SIN (Social Identification Number) combined with our drivers license number and use them to run the check.
