No.

We've just had far more opportunity to indulge the intelligence we do have because our basic quality of life is better. Every nation has its fair share of geniuses and imbeciles, some just have more opportunities than others.

The idea of the Developed world being more intelligent was a myth propounded by the C18th and C19th European Imperialist explorers and officials who believed that the white races were designed to subdue and teach the native 'savages' - 'The white man's burden', as Rudyard Kipling called it. It was this idea that Western knowledge equalled power that meant that the native knowledge and intelligence was belittled and lost as the developing worlds were forced into a Western ideal which couldn't suit their lifestyle.

Hence the Developing world has remained in the shadow of the West as it struggles to keep up with an alien and external culture it can never really match. This doesn't mean they are more or less intelligent, just different.

Personally I think that the knowledge and ability to live as one with your environment, taking only what you need, is a policy that the 'intelligent' West has forgotten but we could all do well to remember.

Did you know that the people of every nation have their roots in Africa...?
