So far as I have seen in Kavaratti, Lakshadweep, the Scuba Diving is run, managed and controlled by individual experts hired by Lakshdweep Tourism itself. Since visiting any of the islands of Lakshdweep is restricted for outsiders, carrying on any business and profession there is again subject to stricter regulations. Tourism is controlled by Lakshdweep Tourism and two other private players, one each at Agatti and Bangram islands - which also run resorts there. Except for these three islands, no civil / tourist Scuba Diving facilities are available at any other islands of Lakshadweep.
