I've known many police and sheriffs officers in my life, in 4 states - I have never in my life come across ones so arrogant and bold as I have while living in Ventura County CA. Can someone explain why?

They are very nice to the rest of us, it is you they specifically don't like.

In some instances police officers become mirrors of their environment. Additionally, officers attitudes and actions are effected by their leadership. If their victious actions and arrogant attititudes are wide spread throughout the department then the leadership is one of the main causes for allowing these types of behavior.

Because they have a quota of tickets they have to hand out!! Otherwise, who's going to pay them?
