Why do boys stick their hands down their trousers...talk about which girls are "fit"...lie about loseing thier viginity...tell their mates what they have done with their new girlfriend...call each other gay before running around naked in the P.E changing rooms hiting each other with towles....what is going on...surely they can't all be like this and will they ever improve, if so when?

I would like to point out I know females also take time to mature but there is no denying the fact that when we have finally grown out of getting our friends to ask boys out... boys are still acting in the way i described above

By continuing to behave as juveniles throughout their teenage years, boys are not seen as a threat by a older males, so there's less chance of them getting involved in / hurt in any mating contest before they are fully grown.
They also get longer to practice their social skills among their peers without attracting the attention of the dominant males, so that when they finally do challenge the older males, there's more chance that their challenge will succeed. The social skills needed are impressing other males, fighting etc, hence why boys are always showing off in front of their mates.
Somewhere from 16 onwards, boys begin to want a girlfriend and realise that behaving like an utter idiot the entire time isn't the most attractive thing in the world. Then their behaviour changes... but this revelation comes to different boys at different times!

Will they ever improve? - In my experience the people you have described above actually never change, they just get older.
What is going on? - When boys are behaving in this way it is a game that boys play with each other. They are trying to humiliate and dominate each other, and are in the process humiliating themselves in front of people like you. They are trying to establish a pecking order amongst themselves, and forgetting to look outside of their own world into the world of your definition of maturity.

Why do little girls play "dress-up" one day and then think they are "grown-up"the next? Why ??? Because girls think it is a race (one they must win at any cost) and when they realize that they won to easy (cause the boys are having fun still being boys) they cop a tude and get all snippy and snotty and regreet thier choice , are to proud to admit thier misstake and continue to complain about it endlessly!!!Grow-up for real and lighten-up and have a little fun...but if you all still want to be a bunch of turds...GO LAY IN THE YARD!!!.....cause that is what turds do!!!
