Currently the kraft paper vapor barrier on the fiberglass insulation is facing to the outside.This seems backwards. I thought the vapor barrier is always to the living space, but I am not familiar with procedure when the face brick exterior is considered.

The kraft paper should be to the inside of the living space.

The vapor barrier faces into the living area. EXCEPT in only one situation: Below grade. The vapor barrier goes between the masonry and the insulation or moisture will build up and smell moldy.

It does not make a difference with the brick or siding, the Vapor barrier faces inside, the purpose is to keep moisture from going out through the wall- in the old days of wood siding and paint, that moisture would cause paint to blister and peel.
