First, log on as root. Next, you'll need to create a mount point directory using mkdir.
Now it gets interesting. You'll have to edit etc/fstab, and create a mount line for the device and mount point. Next, save out that modified line. To finish things up, type "mount a" to reread /etc/fstab and bring up your new drive.
To bring up the second partition on your first hard drive (/dev/hda2) and automatically mount it as /winC when you boot, here's the line you to add:
/dev/hda2 /winC msdos default 0 0
Reading a Linux ext2 partition from Windows doesn't necessarily require any command line hacks, but it does need some outside help. (Big shock -- as if Bill & Crew are going to help make Windows 98 and Linux more compatible...)
if you need more help then try this link

I know you didn't ask for this, but you might be interested in it.
With this you can run both Linux and Winblows simultaneously. Its really cool, my friend did it and it works fine.
Anyway the link will take you to more info if you want to read up on it.
It takes a lot of memory though. My friend has ~512 ram and it ate it all up. So I would say that you need a gig to run it.

To access a dos or windows (fat or vfat [fat32]) partition from linux see joe young's response above or check out
http://www.geocities.com/epark/linux/partition-share-HOWTO.html
To access your linux (ext2 or ext3) partition from windows you can use a utility such as explore 2fs; see
http://www.chrysocome.net/explore2fs
You can also set up a usb drive (or other removable media) to share files between the 2 systems.
good luck.

you need to set this up in linux first using SAMBA as you will need to set permissions and connect to the windows network.
