I don't know if that's really a scientifically measurable test. I can quote from George Patton about courage but that's not scientific either. Best thing I can tell you is read "The Unknown Patton" by Charles M. Province...that will give you some idea of what courage truly is.

Sounds the same as an Emotional Quotient (EQ) or Intelligence Quotient (IQ).

It's measuring how courageous you are based off of your deeds. It could represent when you're being choosing the correct time to be courageous.

There are times where you need to know when to back down from a fight and times when you know you should stand up for yourself or those who are in need.

It's about choosing your battles wisely.

"You got to know when to you hold 'em, know when to fold 'em, know when to walk away, know when to run."

Number of thoughts/ideas/feeling you have, out of which how many you choose to follow. Gives courage quotient.
We all know at our conscience level what is good and bad actions, of these how many you do or choose to do gives the quotient.
More you act upon your conscience, more courage you have.

Philosophically I have never heard about a 'scale' which measures the following : "Happiness, Success, Satisfaction"
