Get into the habit of actually studying. If you haven't discovered a specified technique, here's my personal experience.
In high school I tried to study in a no distraction set up: nothing but me, the books, and light. That didn't work. In college I tried studying after having a bottle or two of beer. It worked for me, but since I had to study every night, it made me think of myself as borderline alcoholic. Then I discovered studying in coffee places. That worked for me. The music is load enough to drown out most conversation and wasn't a source of distraction.
But the best is to use the techniques that you've had success with in the past, and modify them.

Make flash cards asking yourself questions then go through them till you can nail them all. Put the ones you get wrong to the side and cycle through them again.
Of course this only works with subjects that can be easily broken down into smaller questions. I couldn't really imagine this working for a decent history degree. But it's probably very effective for a medical course. And might be useful for some parts of an economics degree.

study all the way up till the moment of the test.... Comit the most important things to immediate memory right before the test paper is put on your desk... When you get the paper, immediately turn it over and write down that big list of thing you need to remeber on the back (works great with math formulas)...

i organize my stuff. i study when i feel like it. i don't read in advance... cramming works for me... i dunno why.
