It depends on what organisms you are talking about (if you are asking about transfer BETWEEN species)

Bacteria transfer genes all the time - it is something they just do

For humans, other mammals and plants it is much more difficult, which is why scientists have only managed to transfer BETWEEN species for the last few decades

Sure. Bacteria do it all the time. Its also what happens when you have sex. A male transfers genetic material to a females egg. Its an entirely natural process that man has learned how to imitate.

yes genes can be transfer from one chromosome to the other. Its called translocation. This can happen during cell division.

Genetic code is universal, ie we all have the same DNA code (if we are not talking about RNA based life forms) and so yes but it is diffcult, trust me ive tried.
