An avenue means that there are trees lining the street, otherwise there's no difference between a road and a street.

It depends what the person who named the road, or the street called it. If the person called it a road, it's a road. If the person called it a street, it's a street. Or it could be called an avenue, place, circle, or a whole bunch of other things.

The terms may frequently apply to exactly the same thing. However, 'road' is a general term, whereas 'street' is narrower in sense and chiefly urban in application: a street typically has buildings on either side, and is paved or metalled - www.askoxford.com
