Van Halen reached their greatest widespread popularity after the realease of the album "1984". It was during the beginning of the video age, MTV played them constantly and "Jump" went to #1. However, there were alot of other bands riding MTVs popularity back then and Van Halen was just one of many.
On the other hand, in 1987, Def Leppard's album "Hysteria" was a bit of a cultural phenomenon. I think there were 6 or 7 singles from the album that hit the top 40. "Pour Some Sugar on Me" became one of the most played and most requested videoes in MTV history. I think the album sold something like 15 million copies. In 1987 and 88 you simply could not get away from Def Leppard.
So in answer to your question, Van Halen has enjoyed more long term success with a spike in popularity in the early 80s. Def Leppard wasn't around as long but for a couple of years, they were the most popular band in the world. So at their respective best, Def Leppard was bigger. Van Halen (DLR - not Hagar), was better.

Well, Def Leppard has just sold out a tour of 20,000 and 30,000 seat arenas. At the moment, David Lee Roth is doing some bluegrass thing, and Sammy Hagar is on a solo tour.
Def Leppard is bigger today, which is a statement to the fact that they have more staying power than Van Halen.
Who is "better," of course, is a matter of opinion.

Van Halen......and were not talking about who wrote the better songs, were talking about Eddie Van Halen who took the electric guitar and expanded it to next level of creativity......much in the same way that Chuck Berry and Jimi Hendrix did before him, they all turned the rock world on it's ear by sheer innovation....
