i think they can. sometimes you can use fact that you do know and other times its just your opinion on the subject (doesnt mean its wrong).

Sometimes I know certain things, but sometimes I think I know certain things but I don't and then I get educated. Sometimes I'm headstrong that I know certian things but I end up dead wrong and I am arguementative or embarrassed but then I get educated and then I know. Sometimes certain things themselves can mean certain other things. It's important to ask and know exactly what you are speaking about because you may know certain things but not about the same thing in which you are thinking. Somtimes clarity of those certain things can be clarity of the whole, ecspecially if others are confused about what exactly constitutes those certain things. So yes, people can speak about what they know and don't know about certain things, but unless specified, it may just be a big waste of everybody's time.
