I was recently a cheerleader, I used to play basketball, volleyball and used to dance. So I was very fit. I recently quit cheerleading and now I am not doing anything, but dancing on my own time when I feel like it. But it seems that ever since I stopped becoming active I've lost weight but am sort of gaining it in places I really didn't have it in, like butt, hips, breast. My waist/stomach have gotten smaller. I am 5'6 and 121 by the way, so I really didn't have much to loose. I find this very weird and abnormal, isn't it supposed to be the other way around?

When you stop being as active as you were, yeah, you're going to gain weight in places like that first. And if you try to loose weight, the first thing that goes is you butt and your breast. So you either get active once more, or live with the consequences.

There are no rules to gaining weight. Besides if I were you, I'd be happy. Those are good places to gain weight in.
