Yes. I did so with my wife in our driveway. Afterwards we dried off and spent the day under under a blanket just hanging out, talking, reading, and drinking tea. It was one of the best days ever.

I've never actually danced naked in the rain, but have walked naked in the rain a few times...and you're absolutely right, it is a liberating and wonderfully sensual experience.

Not naked, I'm to self conscious, but I have danced in the rain...I've danced to bring the rain...and danced in the wind...in the surf...under the moon...but all with clothes.

YES!!!
I met this guy who turned into my first "Summer romance" - and that was our song. (You know, the Ricky Martin one).
I went back to visit him one day in October when it was raining. It was a Sunday, and the Town Hall was closed, so we stood on the secluded steps of the building and took our clothes off and danced, even though there was no music!
It was magical and romantic! Pity Summer flings never last... :-(
