please tell me how to construct a car powered by only water.

Look for an old squirrel cage fan from a discarded heating /cooling furnace unit. You need the fan part only, not the motor, or the housing, or any of the wires.

Mount the fan part to a correct size metal rod which has wheels on each end and the fan blade in the center.

Next, take a pretty good size hunk of plywood or aluminum sheet metal and using blocks, mount the rod so that the wheels touch the ground and the fan blade turns freely, but does not rub on the plywood / aluminum chassis base.

Take two non swiveling furniture casters and mount them under the plywood / aluminum base plate (your chassis) in the front so that the whole thing rolls forward in a straight line.

Next, locate an old bar stool or something like that and mount it on the front of the plywood base so that the top of the stool is several feet up in the air.

Place a suitable water container on the stool. It will need to hold at least 4 gallons of water. There should be a hole in the side of the bottom of this container. Shove a hunk of medium size hose into this hole and seal the edges of the hole with silicone caulk so it doesn't leak much.

Shape, twist, and bend the other end of the hose so that it shoots the water out onto the flat sides of the squirrel cage fan blade making them turn around and around as the water runs out of the tank.

It will take some time for the car to start moving, but once it does, you have solved the project requirements.

It may be necessary to put a gear reduction or belt drive arrangement between the fan blade and the rear axle to help overcome the starting drag of the contraption's weight. You can test this and see how it works first before getting into the complexities of gear ratios. If used, however, select a step down gear ratio so that the fast turning blade makes the drive axle turn slowly.

Sorry -- can't be done. Water is in the lowest energy state, so it cannot be used as a source of energy.
