care less about getting to know and help the people that live around them?

Well perhaps because TV personalities are in the public spotlight and your neighbors are not...
What I mean by that is, it is easy to admire a celebrity because you don't have to keep up with them and do for them like you would with a neighbor...
If I go out and help my neighbor now, they may be back later wanting more help which I cannot always give...
I would have ties to that neighbor and probably need help from them as well, and so many people are not that friendly any more to be best pals, even if they are a neighbor...
I don't really want to be bound to keep helping a neighbor I don't really know as well...
I don't want them relying on me for anything anymore than they want me relying on them...

Those people don't care for stars or for real people. Gawking at stars allows them to have fake, unattainable friendships.

And that's exactly what they want both in real life and in their fantasies.
